Depends entirely on the president. The one there now is more of a figurehead than anything else.

Well, that's a given... Presidents don't come to power without owing debts to others. The level of puppetry and how it varies between Presidents/Parties is debatable.
You accept a large sum of money, somewhere down the road, you're going to have to do "favors."

Interesting question. I see both sides, but lean more towards leader. It is ironic that his success however is directly related to those whom he relies on to make decisions.
