The President is the Head of State as well as the Head of Government...so he literally is a figurehead, as a symbol of the nation. But he's also the leader of the nation.

Well, that's a given... Presidents don't come to power without owing debts to others. The level of puppetry and how it varies between Presidents/Parties is debatable.

Interesting question. I see both sides, but lean more towards leader. It is ironic that his success however is directly related to those whom he relies on to make decisions.
