Thoughts on who now has the Anti monitor

At the end of Sinestr War "Epilogue", the AM is confronted by someone in his weakened state on a barren world. The individual is off panel, but his voice is white on black in the speech bubbles. Is Darkseid or someone else the new Lord of the AM. The fact the character is not revealed leads me to believe it is someone comics fans will be familiar with.

What say thou board?

Black Hand is somehow involved, as his insignia is the symbol for the Black Rings.
