How many times has the Omega Effect fired after the Finder Beams not worked?

It didn't work on Superman...

Naw. cuz this is where the OE gets Underated. And as for superman, it's worked more often than not. So I'd say it was PIS.

It didn't work on that chick in the garden in the middle of Apokolips in the Orion series
