Dick grayson was trained from around 9 years old, and has always been a part of batmans life...training advice,confidence, and is the only characetr to ever be raised over the real life years and comic book years and go from robin to nightwing....etc
Jason was older than dick and spent less time training with batman

In terms of skill, it's debatable, but I really doubt that Nightwing has anything on him, considering Jason has trained with everyone Bruce has trained.

He's beaten him once with the element of surprise,and lost to a Hood that was holding back....Every other fight was a loss for Grayson,who was holding back in those.(Though Jason hardly seemed to be trying either...)
