blue lightning and what-not

Is there any explanation why the dark side guys can shoot cool lightning out of their hands and Jedi can't? Is this a forbidden talent or something? Hell, I'd rather be able to do that than use a light saber.

It's a tool of the dark side. I suppose Jedi could do it, but they'd have to submit themselves to the dark side.
