Ideally no I would say he isn't class 100, but he does have feats that put him at that level.
Did you also know Hawkman can summon animal spirits like Animan Man and Vixen, has a powerful healing factor, priest abilities which allows him to make holy water he used to fight vampires, eye-sight so advanced can keep up with Flash, can create air-pressure funnels, knows over 1000 languages, can order birds to do his bidding and has over 4000 years of experience? 😖hifty:

It's not either, I'm just saying "like" as in gaining the abilities of animals. He is definetly not as skilled as Vixen or AM, but he has the ability.
I was just thinking if Carter had Universal-esque feats like AM -- I wanted to see them. droolio
