Solar [and ironically enough, his costume none], were originally devoloped by Gold Key Comics in 1962.
Cyclops wasn't even concieved until 1963, [and his costume looked quite a bit different back then anyway].

I read through the Solar 60 issue run. That telepath was no where near as powerful, as it claims to be. At least not in that instant. And Solar did struggle with Harada mind tempering (who is also not in the same category as X-Man).
Like wise, X-Man has experience dealing with character made of broad energy. Remember, “The Harvester” was not a match for X-Man. Even after he siphoned off the energies of the entire 616 planet , along with his occupants. All of this took place in pre House of M or Devastation.
