he does indeed, Moebius can only see the events of time, but by normal means cannot travel it without time machines, Moebius has no real combat ability either, hes incredibly cunning causing some of the cataclysmic events in LOK but hes no fighter and by his own means cannot travel time so Noz does indeed turn him to dust
