one of many moves in recent years where Russia has returned to authoritarian economics. Mixed with a return to more authoritarian and rhetoric driven politics (mixed with a lot of saber rattling with the west) means that Russia, while possibly knowing where international corporations are, might not be interested in the investment that the west would benefit from.
Not only that, I was talking about the entire former Soviet union. The recent Serbia/Kosovo conflict shows how deeply held anti-western feelings are, as American embassies were attacked in Serbia. The resistance of the Polish and Czech public to american missile defense also shows this, though less prominently.

Remember, my point is about energy security. Anti-american or anti-western feelings can foster bad economic environments for companies from america or nato countries. Anti-americanism makes the region less stable for oil export

to the best of my knowledge Chavez condemns all 'imperialists' and, yes, does mention America by name as the world's greatest empire. I hardly see how not specifically targeting other nations that are allied both militarily and economically with America constitutes his support of them.

indeed, the fact that the American economy is dependent on him for a portion of their energy needs is counter productive to their sovereignty. American dollars for oil KEEP chavez in power (although he was democratically elected, so the "allow a tyrant to hold power" argument may be less persuasive)
