Beta Ray Bill, is for all intents and purposes, just as powerful as Thor, minus any Warrior Madness or Odinpower. He was competing fairly with Stardust, a high herald. But I'll admit, my decision is very much informed by my opinion that Hal Jordan is not a high herald level.

Bill is not very smart as to fight this the best possible way, he would end up losing fights he should have won more often than not.
