Seriously, I doubt it. The moment this match starts, I see him getting smashed like the Surfers board. World level TK, on an atomic level tends to end matches like this with out the speed blitz advantage.

Black Bolt overload Doom wielding Watcher's power. So that's atleast on the level or breaking Surfer's board if now over it. Then again, Drax and Firelord have both destroyed Surfer's board.

So um, yeah BB still seems to edge out Cable.

So my take is still on the person that can keep up with Lightmasters movements, contain nuclear explosions, detonate 247 missiles aimed at him…while he piggy backs rides his floating fortress, maintaining telepathic mind link across the globe.
