think about it, the way she can manipulate cosmic winds must mean that she has power over the cosmic particulates that go to make up that wind, thus she has control over the Power Cosmic, or rather that which constitutes it.

She could drive Galactus insane with hunger, by denying him access to the power cosmic, it would be like keeping clouds away from a valley.
