it was still the LT who had the final judgement,
it was the LT who finally absorbed Protege.
Protege never battled the LT,
so we don't even know to what capability he was able to harness the LT's power,
beings that acquire uber energies,
usually have to adapt atleast somewhat to their new found power,
before executing said powers fully.
Protege had the LT's power for only a few pages before getting owned by Scathan,
that could very well be the reason (immaturity)

and therefore was truly above the LT.
We can't say for sure one way or another though,

is that Scathan was atleast equal to the LT.

So I agree, technically speaking Protege had the LT's power,
but due to his infancy with said power,
he wasn't as effective as the LT himself would be with his own power.
Or again,
Scathan was backed by the TOAA and it really doesn't matter what the angle was.

I also have another opinion though,
Protege was indeed atleast as powerful as the LT
(fully harnessing his power)
and Scathan (TOAA's agent) was above even that because of said reason.
Honestly, I still don't know for sure what exactly it is.
One last opinion, although this is my least favorite,
it's simply uber PIS on Gallagher's (writer) part.
This is my least favorite cause the event is canon.
Although canon pis has been perpetrated before, but it's canon nontheless.
