V has superhuman strength, speed, damage soak, and arguably intelligence.

Very good matchup imo. Depends from my point of view entirely on under which circumstances they fight and even there it can go either way.

Preston can fire a very high amounts of bullets, but V have shown that he can tank that, the question then is how much a impact on V's performance that those bullets that hit him will have (I assumed that V will try and dodge the bullets fired by Preston), possibly they will have enough effect to make Preston win in close quarter combat ore perhaps they wouldn't, the one thing that is certain from my point of view is that if V manages to get within range of Preston without any injure beforehand Preston is as good as dead.

Next time, at the very least present a setting for the two combatants, even if it's something as generic as an open field.
