This is where we are today and too many prisons. This is what I have read on the history of executions and the history of prison in the United States and the effects of it.
This may sound awful, the there are those that deserve to die. They are burdening our system.

Sadly, the right to vote is for all registered voters. the system doesn't differ between rational and irrational.
Makes me also wonder do people think rationally about everything or rationality applied differently depending on the effect of the subject on each individual.
