There is a difference between role and power.
Abraxas' role may very well have been destruction on a multiverse wide scale, that doesnt make him a multiversal power.
Without impediment, Jubilee could go around and eventually destroy the entire surface world. Would that make her a power on a global scale? ❌
Global would just be the scale of her intentions, the chosen scale of her activity, NOT her power level.
Abraxas going from universe to universe causing damage makes the scale of his operations multiversal, however it certainly doesnt mark his power level as anything but universal scale.
Why dont you show us an impressive feat of energy/matter even time manipulation from Abraxas on a massive scale?

That doesnt mark Phoenix 2 as top tier. Potentially she was, but she never did anything much beyond Galactus/Celestial level.
At the end of the day, Abraxas caused widespread damage across more than one reality. It took a device of the scale of the UN to sort out him AND his mess.
Thats different to your assertion that only the UN could stop Abraxas 😬

Abraxas started to collapse realities within the multiverse by travelling between dimensions one by one hunting Galactus' and the UN.
He did this one by one.
As shown in my scan, its not hard for any half decent power to travel between a dimension and cause them to collapse on each other. Rachel did this. She then easily stopped it.
The fact that Rachel can do this does not make her multiversal.
