galactus isn't a proemial god. The writer is just using an archaic form of word order to make Galactus' english sound authoritative/old/wise/knowledgeable/factual/Shakespearean etc.
Example: Title of FF #46, first G appearance "The Coming of Galactus" instead of "Galactus comes"
or "When calls Galactus" instead of "Galactus calls"
Galactus was merely calling himself power incarnate...which he almost always does in every appearance (mighty Galactus, my staggering might, etc. etc.)
All of the proemial gods had a purpose, and each one has a specific purpose. Aegis' purpose was to cull the universe of aberrations and divergences away from the cosmic order of life. Tenebrous was to take care of the dark matter and all other substances that compose actual space. Eventually life evolution and evolution of the planets, stars, galaxies, nebulae, etc. etc. rendered the proemial gods obsolete...basically, the proemial gods were acting as agents for cosmic "nature" when the universe was too young to have a natural balance of its own.
Galactus even stated in the same comic that he has a higher purpose than all the proemial gods, that he knew the "spectral void" which the proemial gods did not know and were afraid of (they were afraid of becoming obsolete, as the universe would no longer need them, and since they would no longer be needed, they would be dead)...further clarifying he's not one of them.
