War Hulk ftw. He was the Heroes Reborn version enhanced with Celestial might. There was probably no limit to what he could've achieved. Stopping Juggernaut is an impressive enough feat to give him the win.

Itr took War Hulk nearly 3 city blocks to stop the Juggernaut, WWHulk stopped him in 2 seconds.

First WWH never stopped Juggernaut and second War Hulk wasn't trying to stop him till he did.

If he didn't stop Juggernaut why then did his forward momentum begin to undermine the mansion? You know why? because WWHulk did stop him. You clearly see Cain trying to push Bruce, and Bruce standing his ground.

Your second statement makes little sense. If War was not trying to stop him why then did he hold on to him? 😑
