Batman beats Ozy.

I really don't see anything that Doc Manhattan could do to beat Superman either.

Of course on the same token DM may just be out of Superman's powerset for him to beat DM as well.

he's definitely a Reality Warper, no question about it:

Um Doc Manhattan never demonstrated Time Travel.

He only demonstrated the ability to act as if his future, past, and present selves were all one person.

He even mentions himself he can not change the events of what will happen as his famous quote goes.

"I'm just a puppet that can see the strings."
As to everything that Mr. Master posted I still fail to see Silver Surfer level even approached.

(does this mean he was going to populate a Galaxy with Human life?) Don't know.

I don't think Silver Surfer can create life from nothingness,

Are you positive i kinda remember him taking his girlfriend to the future and there was a monster there or something? Ill check my watchmen books

It isn't true Time Travel

It's him getting lost in which time frame he is thanks to Ozy using the Tachions.

He was never shown to be able to go directly into the past and effect anything past what he had already done.

He even stated it multiple times to his girl on Mars that he really can not effect time or do things like that.
