It seems as if you didnt read the issue pal. Kyles RING contains Oan energy. Not all the energy of Oa. He gave Thanos the Oan energy that was ni his RING. It does not contain all the power of Oa. Parallax got a portion of the power cosmic from Surfer not all the power cosmic. Maybe you should read the issue again.
Where does it say he traveled faster than light? It says *FTL* Hal followed.
