Wrong, all characters in those days were wriiten up and down. If you took Hulks greatest feats 25 - 30 years ago, and compared them to Monguls, they would be dead even. One week Superman pushes planets around, and the next he was getting his head pushed up his ass by a simple cyborg made of steel.

PC Mongul had more than just strength (Which was greater than Silver age Supermans by the way). He also had reality warping abilities.
