It's as if the creators of the game realized 2/3rds of the way through that they totally forgot to include him in the middle of the game for a good while, and just had him kill off Aeris in an attempt to keep the tension going.
Really, his personally is that generic quiet and cool anime style villain, nothing particularly special about him, except that much of American audiences who may not have been familiar with anime style characters and character progression thought it may have been somewhat unique.

Stupid ones at that. Vincent Valentine had vampire-pale skin, he brooded over Lucrecia like a hound, Steve FREAKING-J. Blumm voices him, and he's still ousted for FFVII emo by Cloud (which is a good thing for Vinny), yet didn't get a spot on the list.
Though one FFVII character who I think is a bit underappreciated is Red XIII. They knocked him from every chance of a decent role in the later titles of the compilation for the sole reason that they couldn't tolerate animating his fur for so many scenes. GROW A SET, NOMURA.
