It's hard to say due to Alpha's limited appearances. If you forced me to ick though, I'd go with Alpha. She faced an opponent on Jin's level (Kasumi) and was completely unscathed. Jinpachi faced Jin....and died.
I know you can say a>b>c logic here, but we don't have much to go on with these two.
