No. The girl holding it is named Yotsuba. Supposedly the name means four-leaves. 4chan and a couple of image boards use Yotsuba and her hair style as a symbol.

I recently saw an anima, I think it's fairly new too. It was about Dracula and how he was recruited to fight evil (with a gun) on the behalf of humanity, can't remember the name though. Was decent.
