Nova wasn't beat, he was simply outclassed/embarrassed, something we need to remember here.

The fight wasn't very substantial.
To be honest, it wasn't much of a fight at all.
Yes, Surfer was portrayed as more powerful, and yes, Nova did hit him with a full Gravimetric Pulse to no ill effect, but it was all over pretty quickly without either character taking significant damage.
I think plenty of Low-Mid Herald characters would fare the same, if not worst against Surfer.
I agree that Nova with the entire Nova Force inside him should be more powerful. Although he has been depowered for a good portion of his run due to the Phalanx virus.
