who wins if ss is not allowed to exploit supes weakness?

Surfer striking at Supes astral form or something. In any case, its not an easy win, Superman is dangerous.

BP can armbar SS - Supes is Defo ripping the arm off ;-)

SS beats him into the next dimension.

Does matter manipulation work on Superman because he could shrink him to the size of a ant.

Which weakness is he not allowed to exploit?

Surfer makes a full on assault with his face against Superman's fists... and loses.

Surfer would do better in a slugfest than most top tiers, but that's Supes' fight.

If he's only restricted from Kryptonite and red sun radiation, but can still bring the full weight of his versatility to bear, Norrin would win.

not a slugfest. SS can still use all his other powers like blasts matter manip etc.

Surfer still wins it. Surfer's durability is phenomenal, he has greater speed and reactions, far greater range and can manipulate time and space... Superman won't be landing a fist on Surfer if Surfer doesn't want him to.
