Hercules beats surfer in a hand to hand. Surfer has like no fighting skills whatsoever.. he wouldn't be allowed to fly... he doesn't ever display speed or agility greater than a base human. You take away the flying and the ability to matter manip and fire off cosmic blasts.. he's pretty weak. even with the durability

If I remember right... Black Panther locked up surfer's arms into a move surfer could not escape... and had him in enough pain he conceded...
Hercules knows how to perform those same kinds of moves...
Surfers special skin... is protection... against the cosmic elements and yet still had problems fighting 4 pesky meta earthlings...

We don't use that occurrence here that much except to make fun of Black Panther or SS.
That said, I would give the majority of wins to Herc.
