The Red Skull once took over Latveria while Doom was away on vacation. Skull had time to prepare for Doom, even using his own tech against him.
Doom pimp slapped all of those Nazis in a couple of seconds.
The original Zemo doesn't have the moonstones, which are the only chance any Zemo would have.

Doom utterly crushes them in an arena fight.
