I'm guessing you saw the same ranking system I did. I agree with the better part of that list, but some characters [ie. Hyperman] are ranked incredibly high, despite the fact that they haven't done anything on panel.
Hyperman should theoretically be extremely powerful, but as mentioned above, he has no feats - for that reason, Spawn ftw.
