I think this breaks down to Magneto and Dr. Light vs Hawksmoore. And I vote Magneto and Dr. Light.

I agree, it comes down to Magneto and Light vs Hawksmoor. I actually think that Hawksmoor can pull it off. Can't he phase concrete into there brain or something like that?

Theoreticallly yes. Add to that control over gravity and electrical currents of the city, and you have fun.

Apollo gets killed by Magneto as Mags pretty much has his cryptonite- serious electric charge depletes solar absorbing cells of Apollo of its charge, leaving him powerless and in state even Sabretooth can have fun with him.
In that setting, Jack actaully becomes the biggest gun of Authority squad.
