terry has better experience, better opponents, been doing it better and longer, living in a more violent city, is faster, stronger, quicker and has better feats in all the above lists.

Cody defeat hugo (who survived to the shoryuken of ryu) he fought DAY AND NIGHT because of it they put it prisoner.
so cody experienco goes far than terry.

haggar and guy doesnt went to prison.. so cody fought alone.. after the events from final fight 1 and cody is more stronger than before because he used the glow drug

cody never fought "entire cities" after the events of Final Fight 1.
