I think, Delph, that some of your ideas from the beginning of the thing can be used in season 2

Duping is allowed. The cap for constructs is a remote controlled Ironman armor. If you created a Godly Amalgam you couldn't duplicate him because the dupe falls under the construct cap.

As for me, the proposals is:
allow up to 10 semi-independent constructs per team (remotely controlled robots, puppets etc) with upper cap for constructs being high meta level (puppets are allowed as per season 2 so that base seems to be covered);
ban speed force manip (no difference from time manip expect in semantics);

As for power copying:
1)no copying of amalgams\NPCs;
2)number of possible powersets per copying should be capped at 4 at once so the power copiers aren't the big strategic advantage over amalgams;

Those are presuppositions under which I'd allow power copying.
