Isn't he that Policenauts character? I've only heard of the series, so I can't say I can form much of an opinion in this particular case. I'll just assume that since it's also one of Kojima's works, this comparison would be pretty close either way.
EDIT: The guy actually looks a bit like a modernized, non-gay cop version of Marth.
