If they learn a majority of their norms, governing morals, and their personalities are more strongly influenced by the public school system than from their own parents, this can be equated to the public school system virtually raising someone's children. Add in that some children eat 2 or 3 meals a day at their public school and the point is made even more poignant.

Unless you're home schooled, children are generally most heavily influenced by school and their peers than their parents. I'd still not consider that as "school's raising my kids" though.
