lulzFail: you're using a letter grading scale to rate. You're equating letter grades to the films.
You're essentially using a 5 point scale when the scale being used is a 10 point scale.
5 is average. 6 is above average. 7 is a good movie. 8 is a great movie. 9 is an excellent movie. 10 is perfect. IMO, no perfect movie exists so a 10 is un-achievable.
Anything below a 5 means the movie was bad.
If you're going to use the scale, use it right, or don't use it at all. Use a 5 point scale and we will convert your score to the more standardly used 10 point scale.

Not in any type of measure is 70 percent, by definition, average. You have to add things like stipulations to make 70 percent average.
In order for 70 percent to be "average" it has to be stated as a comparative to another sample or population group:
"The average rating for this film was a 70 percent by movie goers."
Even if you make your movie rating a relative measure (meaning, you rate the movie based on how well you rated other films), you'd end up plotting movies on what looks like a bell-curve with the mode occurring around the 50th percent.

I'd rate movies below 7 as below average. You are free to disagree but I don't feel like 70 percent is above average no matter what anyone else accepts as their average percentage.

the problem is you applying it to the k-12 pass/fail grade system of rating, which is stupid and only applies to similar educational grading structures. considering the number of flops and mockbusters, a truly average rating might spell certain doom for any film.
