Why would a cell phone rely on wifi in order to upload vidoes instead of it's own network connection?

if a video is especially long/large, it will message you that its taking forever and would be faster with wifi. for a 10 second video? not the case.

Because mobile phone companies are one of the most corrupt legal institutions in existence. They are extremely profitable organizations and will do anything to keep from having to spend money on upgrading infrastructure (to supply more bandwidth).

This is why they have data caps and throttling of your data plans: so you won't use their network. If everyone used their network quite often, the networks would come to a crawl and no one would use their services (they would get their business elsewhere).

This is why much smaller organizations like Sprint can offer true unlimited data plans for a reasonable price: their customer base is so small that their customers will not bring the network, in most locations, to a crawl.

So....the corrupt cellular providers try to force the network traffic on to other ISPs (like your cable company...and the cable companies are quite corrupt, as well).

Correct but it is even worse than just that. On top of that, a robust and daily adjusted content filter with VPN (except internal VPNs) traffic being blocked by default (so I couldn't bypass the filter with encrypted traffic via VPN).

And I posted a screenshot showing that the upload clearly failed.

I have no idea what went wrong and my only guess is the file was greater than 25 MB.

however video editing software can be a pain in the ass when rendering edited videos and optimizing for web.
