I disagree on that last part.

It was believable because Frank also handed him a written and signed confession to ALL the misdeeds that would have gotten the POTUS impeached and removed from office. What convinced that POTUS to not go through with submitting Frank's signed confession is Frank's "heartfelt" letter. If the President wanted to remain as the president, he would have just submitted Frank's shit and been done with it. But the POTUS was a man of morals and was not about to throw a man under the bus just to save himself. He was tired of the bullshit and wanted to be done with it and Frank's letter and confession were the things that sent him over the edge to quit the office.

The only reason he wanted to be done with it was because he was overwhelmed by problems that were caused by nobody else whatsoever but Frank. It never occurred to him that maybe instead of resigning, he could get this snake out of his bosom and start making effective policy shifts.

That's the entire point of the show, however. Frank is a snake. The POTUS shafted Frank in the very first episode of the show right after FRANK got the POTUS elected (pretty much). Then, on top of that, the Chief of Staff shafted Frank, too.
So the first 2 seasons pretty much centered around Frank getting his revenge and grabbing more power than he had planned to take from the beginning. 😉

Yes, that's the point of the show, but when it's that easy, suspension of disbelief starts to erode.

It was easy to believe because he could have thrown Frank under the bus, easily. Frank literally put everything on the line in that gamble. Chess is really easy to win if you tell the person all the moves you are going to make. Frank actually told the truth (mostly) in his sincere letter. He admitted that he wanted the POTUS but the lie was as follows: Frank said he wanted the office of the POTUS in an election and not by taking it from Garrett Walker.
Had Garrett accepted Frank's confession and released it to the press, Garrett would still be the president, he would have been cleared, and Frank would be serving prison time. Frank knew this would work because, at the end of the day, Garrett was still a bleeding heart liberal type. Of all the things in the show, this is one of the most believable ploys of Frank's that worked.

I agree that there are some things in the show that are just too easy or work too well in his favor.
