Jean didnt, but the force behind her has been accredited with doing so. On top of that Jean has manipulated the atomic structure of the entire universe within the palm of her hand. That places her way over Tyrant.

Full powered Tyrant destroyed solar systems and galaxies not on his own, but in a battle with Galactus over a prolonged period as his top feat.

The Phoenix Force is the life force of the entire universe, the very Big Bang that spawns reality. Fra greater than a planet eater like Galactus, or Tyrant who absorbs the biospheric energy of planets.

Jean Grey is an avatar of this power and has casually amputated and dispatched a timeline in seconds and even materialised the universe in the palm of her hand atom by atom. Such power is way above the majority of cosmics.
