Who wins this and WHY?

Kent. Just as powerful in terms of magic, if not more so. But here's the kicker... he's physically on par with Pre Crisis Superman.

Spectre used to be a JSA member, and not written nearly as powerful. It would depend on when the fight happened, and in what circumstances.

That's not really an argument for him beating Fate. It's just promoting him. Are you familiar with Fate's feats, many of which are just as impressive as Strange's? If so, great. But your one-sided justification here doesn't give that impression.
