I guess you're talking about Norman Osborn vs Harry Osborn... right? If so I'd put my money on the son, he seemed to be just as strong, but his tech was a tad better.

Nar, The original all the way, mainly because he had pumpkin bombs that could disintegrate organic matter/ reduce people to a skeleton.

The only other real tech is the glider, and I don't see any real difference between the two except a flame thrower.

Also, Norman is way smarter than his son.
