Well Dr. Otto Octavious is more intelligent and even with the same material doc ock could engineer his arms to break wepons of the same material. His technology is better. He is probably barely weaker than a turtle. my opinion is: no prep 40/60 turtles, day of prep 90/10 Octavious, and the turtles with no wepons 99.99999999/0.00000001 doc ock.
