The latest issue of Eternals paints him as a good guy. The other Celestials in the 2nd host wanted to cull the Deviants. Tiamut thought this was wrong and tried to stop them, hence why he was banished on Earth. We're not really sure what Arishem and the others in the 2nd hosts real intentions were.
