Could someone perhaps fill me in what that is all about?
Diplomatic immunity effectively means that he cannot be arrest, held or tried for crimes unless the nation hosting him declares him an unwelcome person (persona non grata), which any sane nation would do with Doom. In the real world the most that diplomats typically get away with is dodging parking tickets.

Sym, correct me if I'm wrong, but doesn't Doom do business with various arms industries and have friends in Washington?
Also, the last thing I would do is antagonize Doom, since I think most governments are scared enough of him to not want to piss him off. If he started mass-murdering or taking over the US, (or any other country) then they would be justified, but otherwise, why give him an excuse to use his latest death ray, etc?

It has to be said with his previous dealings Doom is one man you don't want to get on the wrong side with.

Not something diplomats usually do. Most countries do allow diplomats to be prosecuted for serious crimes as long as the host nation goes through the process of requesting the ability to do so. Besides, diplomatic immunity does cover sexual assault, it does not cover illegial parking even though diplomats will usually use the "I have diplomatic immunity" defense to dodge it illigially.
