I had to think about it a bit, but I chose Catwoman. I thought about Ra's because of the grand scheme and good acting, but I like more extravagant villains. Two-Face was awesome, but his role as a bad guy was too brief for me to give him the vote. Same goes with Scarecrow. Scarecrow's fear chemicals got me thinking about him, but he wasn't even running the show, he was Ra's puppet. Catwoman had a role where she was a strong individual threat while being extravagant, which wins it for me.
