No their different things, as at times the Omega Beams or "Finder Beams" are what comes before the Omega Effect. He can control how potent the beams are to instant incineration to merely just eye beams.

Also what comes out of his hands is Omega energy as well (not his most powerful attack).

Anyway, when he fired the OB's at Superman, he intended to reduce him to ash, and when he fired the OF at FS, he was trying to get rid of the heroes forever. And he said he was going to terminate Superman with the OE.
