They either don't want to find his ass, he could possibly a computer generated image like in the thread topic or the tape exchanges many a hand (after it's travelled several hundred miles from a mountain cave to civilization via donkey) and the last person that mails it doesn't put a return address on the package.
Of those three (but not limited to) which do you think is the most likely?

They have had this for a while, way before we have seen it recently. I don't assume in any specific instance it has been used, but it does concern me, seriously.
