I want to say the Summers brothers, but whenever you add in any part of the Phoenix, logic gets completely thrown out of the window. The Phoenix, even part of it, is usually too powerful for anything that Earth-based opponents can throw at it.

So, in short, I have no idea. On actual power/skill/experience/etc. alone, the Summers brothers take this.
