Though I'm not so sure about the version of Mordru but if you go with hostless Fate (Nabu) I think it would only be fare to go with the most powerful version of Mordu also.
So in that case team 1.
Neron has already done wonders against Spectre, who already beat Nabu and Shazam and with a strong Mordru's help they take this match for a majority.

Neron is not a lord of Order or Chaos and has at least stalemated Spectre who is >> above any Lord of Order or Chaos.

Mordru isn't 100% chaos or order, though, he's got aspects of BOTH in him, which he made clear made him more effective/powerful.
Thats why Hector was the most powerful.

"Neron's greatest feat is tossing aside the Corrigan Spectre casually OUT of his own realm, and then separating the Corrigan Host from the Spectre Force (something thought to be impossible since it would go against the will of God). "
Keep in mind that Neron was able to throw Spectre out of his realm but Shazam got stomped inside the Rock of Eternity although he had onesided prep on his side and many magical artifacts to aid him.

Yes, one that has absorbed order energies into himself to balance himself out. He even went so far as to use Arion's body and Fate's raiment, both of which were order based.
He specifically mentions the advantage of this -- and the fact that he has folded BOTH types of magic into himself -- when the JSA asks for advice on how to defeat Extant (who is/was empowered in large part by a Lord of Chaos, while he was Hawk).
Hmm. Can Neron be killed or is really a "demon/devil lord" that will always be around as long as hell exists? If so, that does help his team considering both members of team 2 can be killed. Neron can be stopped and temporarily defeated. Thing is, i dont see Neron as being powerful enough to actually kill Nabu or Shazam.
Mordru is a match for Nabu at least 4/10 at his best. While neron is more powerful than shazam. At least from what I'm gathering. Now shazam on the rock of etenerity is all together a different story. But you know what? Shazam's power was what broke neron's hold on the heroes. I'm going to go on a 50/50 split on this one.

Yes but that wasn't a showing of power but a showing of interrupting the deal Neron made with the heroes and the villains.
The fact is that the Spectre killed a preped Shazam inside the Rock of Eternity and a hostless Nabu while Neron did far better than both of them combined against the Spectre.
Add Mordru to the mix and team 1 takes this for a heavy majority.
