Probably B-13.
He could easily take over Galactus' tech and his ship, perhaps even less than a day.
I'm not sure if he can cloak himself from Galactus' cosmic awareness though.

And Galactus one shotted three entire solar systems, and has the power to eliminate universes on his own WITHOUT the UN.

Galactus can also use his "hunger" offensively and simply absorb B-13 as he did the elders of the universe.

B-13 is horribly outclassed here.

Galactus was from advance race who master technology far beyond anything else in the the MU. I'm sure he can think of something plus his cosmic power to transform Brainiac to something simple 😮
