Leaning towards Wally on both.

mukkari is physically much stronger then the flash wally wins the first the second mukkari easiliy takes.

I'd say Flash on the first and Makkari on the second. I think Wally Flash has superior speed feats that win him the race, however Makkari has a bunch of Eternal attributes that supplement his speed and would win him the brawl.

Wally wins both.

He's faster, and could potentially just steal Makkari's speed in a race (unless you consider that cheating)

In a fight he'd almost assuredly win, thanks to his ability to steal people's speed/kinetic energy, vibrate, etc.

Makkari pretty much lost all his Eternal abilities when he focused on just speed.
